Aircraft was hovering about 20 ft. sucking water from canal.
aircraft was hovering about 20 ft. from ground, appears to be sucking water from canal below. It had lights flickering around aircraft. It kept me from getting close by making my ca engine start sputtering ad my head lights go out, then engine completely went out.
waited about a minute engine started back up still sputtering lights till out, back up car engine started to run normal lights went back on. tried to go forward again, same thing happened again, engine sputtered, lights went out, engine died again, waited then started car again,sputtering till I backed up again, same thing happened. I decided it didn't want me to get close to it. I backed up made a U turn and left.
