Route 70 east near Baltimore/Howard line saw bright orb, white light dimmed and cigar shaped object visible with lights on under side.
Driving west on 70, saw very bright large white light. It almost seemed like a fireball. Then white light turned off and underside of large cigar shaped object was visible. Underside appeared to have several planes or panels dotted with flashing red, white, green lights. Moved away in opposite direction, could not exit highway to follow.
