Regarding the report of a ring of lights on this date--A witness reported this sighting on reddit's r/ufos. I discussed this sighting with the witness and witness mentioned a friend suggested these were the lights from Mystic Lake Casino, which can be seen from many miles away. I later contacted Mystic Lake to ask them how many lights they have. They stated that they have 12 lights on their roof. I believe this explains the sighting.
