I'm located on third floor balcony, across in the distance above the tree line I notice a white pulsing light, after 10 minutes I declared it be a star.
It then raised up and proceeded towards me. Within 1 minute it was 200 ft in front of me. Small inner circle of light with a larger circle around that.
This was not an airplane or helicopter.
