Strange constant set of lights moving East to West over inner SE portland skyline

On my balcony at 10:40pm in SE Portland I watched as a light formation caught my eye directly above my head headed east to west. My balcony faces toward the west and this craft(s) was coming from the east and headed west, I was only able to view after it was over my buildings eve, but through the entire western sky over the west hills of Portland. It was unlike any aircraft I have seen in over 4 years of living in this apartment. The lights were constant in brightness and duration with no flashes or blinking, not like any plane, jet, helicopter or thing I have seen. If you could imagine for idea of position of the lights, the face of a clock; one light was at 12 o'clock and one was in the 5 o'clock position. They stayed in these positions relative to one another the entire time I saw them. They moved on a path not like any aircraft I have seen, moving east to west, slightly dropping to the south before moving back to the north as it was traveling east to west the whole time. With solid white-yellow lights the entire time. Many aircraft travel over view from my balcony from the 3rd floor, news and law enforcement helicopters; private, freight, and commercial planes and this was not the same. It had no "noise" or sound relative to anything I have observed. It lasted about 45 seconds to 1 minute total. I think it was about 1000'-1500' in the sky based on all other helicopters and planes/jets I view on a daily basis.
