Was at the Kaiser facility for my son. Looked out of the skyline window and noticed what looked like a high flying kite. Its tail was moving up and down. We were on the second floor and at its elevation angle had to be anywhere from 1000ft to 5000ft. It moved slowly back and forth but in different position.
