Strange increasingly loud noise over East San Jose that is indescribable

I was walking my dog in East San Jose, just off Berryessa Road. The night was clear, with moon out. Suddenly this sound started quietly at first and it got progressively louder. I looked up and saw nothing except these three red and white blinking lights too far away so I dismissed them as being the source of this sound. It grew louder and louder and I thought a plane was going to crash. It was that sort of sound although I must say I've never heard a sound like this before. After about 5 minutes it began to fade and dissappear. I suddenly noticed this man walking across the street, in a dark hooded shirt, black pants. He looked at me, several times, even turned around twice. I can't say I saw his facial features, just that he looked like a man. He walked swiftly and then when I passed a tree near me and looked again he was gone. Wish I could tell you more. I did not see any craft just the loud roaring noise.
