Flashing blue lights on craft, flashed 2 different patterns and was not indicative of any aircraft in our area.
Strange type of flashing blue lights on a craft that hovered over area west of downtown San Antonio. Thought it was a helicopter until I realized that they do not have blue lights. Light configuration was not indicative of any other aircraft we have in the area (and we are the HQ of USAF and location of Boeing repair so we have many types of aircraft in our area). Lights appeared to have two different (or differently timed) flashing patterns and these lights were strobing so brightly that they obscured the vision of the craft. I viewed this for at least 10-15 minutes as I was driving home from a meeting going through downtown San Antonio (from north SA to south SA). It may have been traveling southwest to northeast, very slowly.
