Pulsating lights: white.red &green
Appeared to be star...did not move in western sky at approx. 60 deg. from horizon. Appeared to change from white to red to green. Through binoculars the object's lights would spin or have a burst-like pattern, lights appeared like strobes in the three different colors. Object began to move slowly downward in Northern direction after approx. 45 min. disappered below horizon.
