Summary : A bright red object was seen traveling from west Phoenix to east Tempe Speed was slow (probably too slow for most aircraft), it also appeared to climb gradually until it reached the east side of Tempe (from approx 8000' to approx. 12000') at this point it appeared to stop and slowly turn white and climbed to a vanishing point.
Object was viewed from a roof top close to Camelback and Scottsdale Rd. My son ((name deleted)) and I were on the roof viewing the various firework shows going on around the area.
At 2113 my wife had gone into the house andwithin a couple of minutes the bright red object grabbed my attention because it wasn't strobing like regular red lights on the other aircraftin the area (viewed through the binoculars no other lights or any form wasvisible).
We then watched it as it traveled from west to east very slowly for probably 15 minutes before it slowed to what appeared to bea complete stop.
It then slowly turned to more of a whitish color andslowly ascended out of sight.
