Four amber lights suddenly appeared on a horizontal plane as approached the Phoenix metro area. I was driving on I-10 from Nogales.I
I drove from Nogales, AZ to Phoenix, AZ to deliver ESL Credentials. As I passed what is now Gilbert, I suddenly observed four amber lights which were not there the moment before. The lights s remained on the same horizontal plane and did not move as I observed them.They did not illuminate the surrounding area. They appeared to be about 20 degrees above the horizon and were about 30 degrees azimuth, over what I estimated was Mesa and Apache Junction . The lights were approximately 20 mils apart. They never appeared to move. I was in a closed car, so could hear any noise. I continued to observe the lights as I approached the Phoenix metro are, turning my head until no longer possible. The light s remained on the same plane and the same elevation throughout the sighting.
