Man reported witnessing 3-4 extremely bright lights "with bright orange lights around the middle."
At first, he thought it was an aircraft, but it turned slowly.
The object was below the clouds, and it projected an intensely bright light down to ground level.
The lights on the object were solid, not blinking.
The caller reported that the Reno Police Department (702--334-2121) had received over 100 calls about the same incident.
Also, he stated that he had spent a great deal of time around aircraft, and the object he had witnessed was not any kind of conventional aircraft he is familiar with.
